“Increasingly, the United States is turning to private actors to perform functions like policing, incarceration and even some military and intelligence tasks,” said Jody Freeman, visiting professor of law and moderator of the event. “This panel will address the issues raised by outsourcing force. What does it mean for democracy? Is it effective? Efficient? How should we evaluate it?”
