The Medical Civil Rights Act (S. 1047/H. 1759), now pending before the Massachusetts Joint Judiciary Committee, seeks to establish a statutory right to emergency medical care during law enforcement interactions, both in the field and in carceral settings. Connecticut unanimously passed this act in 2023 but remains the only state to have established such a right. This forum will feature the bill creators, including Justice Frederick Brown and physicians at Harvard Medical School, and will address the issues of law, present footage of specific cases, and address the clinical implications of the existing legal frameworks.
