Join the HLS Journal on Legislation, HLS Democrats, American Constitution Society, and Democratic Caucus, a student organization at the Harvard Kennedy School, for a conversation with U.S. Representative Dean Phillips (D-MN). Rep. Phillips was first elected in 2018 to Minnesota’s Third Congressional District, flipping a District that last elected a Democrat to Congress in 1958. Throughout his tenure, Rep. Phillips championed government reform. As the former owner of Talenti Gelato and Phillips Vodka, Rep. Phillips has also been an advocate for small businesses. Rep. Phillips sponsored the Paycheck Protection Program (PPP) Flexibility Act, a bill that was signed into law and helped small businesses keep their doors open during the COVID-19 emergency. Rep. Phillips ran for the Democratic nomination against President Joe Biden during the 2024 election and will be retiring from Congress this year. Lunch will be served.
