In the winter of 2020, the Harvard International Law Journal published “The Liberty to Spy.” In the article, Prof. Lubin laid the groundwork for a new framework for thinking about the law governing peacetime espionage operations in international law. Three years later, that article has turned into a complete book, to be published next year with Oxford University Press. Prof. Lubin will be returning to Harvard to discuss the book’s core arguments and themes. Prof. Lubin comes to Harvard from Columbia Law School, where he is currently a visiting professor, co-teaching a seminar on intelligence and international law.
