Professor Guttentag led the ACLU IRP for twenty-five years, arguing major cases throughout the country, including in the Supreme Court. Over the course of his career, he has argued major immigrants’ rights cases throughout the country, including in the Supreme Court. During the Obama administration, he served as Senior Counselor to the Secretary of Homeland Security, and more recently he served in the Biden administration Department of Justice as Senior Counselor for Immigration Policy to the Deputy Attorney General. Guttentag has advised advocates, NGOs, philanthropic organizations, and governmental entities on immigration policy and litigation strategy. During the Trump administration, he created the Immigration Policy Tracking Project, a dynamic website profiled in the New Yorker and New York Times, which catalogs every Trump-era immigration action and continually reports on their status.
