Abstract: Children's issues in the US have aroused explicit opposition usually couched as fears of governmental control and interference with private family matters. Conceptual and practical difficulties in articulating children's needs or entitlements also mar reform efforts. A contemporary case for public and private initiatives on behalf of children is proposed.
