Join Alan Raul (Harvard College ’75, HKS MPA ’77) and Justin Curl (HLS ’26) for a discussion of the Trump Administration’s central AI policy document: AI Action Plan. We will begin with an overview of the AI Action Plan’s key parts before opening up to a broader conversation discussing the plan’s implementation, comparing it to China’s equivalent, and thinking through the theories of AI progress that it reflects.

Alan Raul
Alan Raul (Harvard College ’75, HKS MPA ’77) is a BKC Affiliate and Lecturer at Harvard Law School, where he teaches courses on digital governance, privacy, and AI regulation. He is Board Chair and President of the Future of Privacy Forum and previously founded and led Sidley Austin LLP’s global Privacy and Cybersecurity practice for more than twenty-five years. Alan has served as Vice Chairman of the federal Privacy and Civil Liberties Oversight Board, General Counsel at the Office of Management and Budget, and Associate Counsel to the President. He has worked extensively with technology companies on AI governance, regulatory enforcement, and cyber crisis management, and his writing appears regularly in leading national publications.
Justin Curl
Justin Curl (HLS ’26) is a consultant for the MacArthur Foundation on its AI grantmaking strategy and a 3L at Harvard Law School. As the Tech Law & Policy Advisor to the New Mexico Attorney General, he wrote deepfake and data privacy legislation, briefed state legislators, and assisted with child safety lawsuits that were featured in the NYTimes and WSJ. He earned a Master’s degree in Global Affairs from Tsinghua University as a Schwarzman Scholar and graduated magna cum laude with a B.S.E. in Computer Science from Princeton University, where Arvind Narayanan was his thesis advisor.
