International Law Journal: Book talk on treaty interpretation with Foley Hoag Partner Joseph Klingler

November 6, 2026

12:20 pm - 1:20 pm

WCC; 4063 Room

Join the Harvard International Law Journal for a conversation with Joseph Klingler about Treaty Interpretation, co-authored with Richard Gardiner and long regarded as the world’s leading treatise on the subject. The book explores a question at the heart of international law: how do we determine what a treaty means? It examines the principles and methods that guide treaty interpretation and their application in international disputes, offering an essential resource for scholars and practitioners alike. Gardiner authored the first and second editions; Klingler joins him as co-author of the latest edition.

Joseph Klingler is a partner in the International Litigation & Arbitration department at Foley Hoag LLP. He has represented sovereign States and other parties across Latin America, Europe, East and South Asia, Africa, and the Middle East before the world’s principal dispute resolution bodies. He has argued before the International Court of Justice and inter-State and investor-State tribunals, including those operating under the auspices of the International Centre for Settlement of Investment Disputes (ICSID) and the Permanent Court of Arbitration (PCA). His experience spans mining, energy, shipping, banking, and waste management.

Joseph has published extensively on international law, including through the Harvard International Law Journal and the American Society of International Law, and is an expert on treaty interpretation. He lectures at the Graduate Institute of International and Development Studies in Geneva and other universities around the world.
