Raymond Ludwiszewski is a partner at Gibson, Dunn & Crutcher LLP in Washington, D.C., with a practice spanning environmental litigation, regulatory disputes, and mass torts. Before joining the firm, he spent eight years in senior federal legal roles, including General Counsel and Assistant Administrator for Enforcement at the Environmental Protection Agency. His Justice Department positions included Associate Deputy Attorney General and special counsel to the head of its Environment and Natural Resources Division.

His experience includes toxic tort cases, civil and criminal environmental enforcement, challenges to federal regulations, and Supreme Court litigation. He also spent seven years on Gibson Dunn’s Executive Committee. Raymond earned his Harvard Law School degree magna cum laude, served as an editor of the Harvard Law Review, and completed a Second Circuit clerkship with Judge Henry J. Friendly.
