David Cohen

David S. Cohen is a Lecturer on Law at Harvard Law School. He served as Deputy Director of the Central Intelligence Agency from 2015 to 2017 and again from 2021 to 2025, making him the longest-serving Deputy Director in more than fifty years. Prior to joining the CIA, Cohen held two Senate-confirmed positions at the Department of the Treasury: Assistant Secretary for Terrorist Financing (2009–2011) and Under Secretary for Terrorism and Financial Intelligence (2011–2015). Before and between his periods of government service, he practiced law in Washington, D.C., most recently as a partner at WilmerHale. Cohen graduated from Yale Law School in 1989 and from Cornell University, magna cum laude, in 1985.
