The Evolving National Security State

Alongside traditional security concerns, the United States and other governments are treating an ever broader range of issues as national security matters. These shifts are bringing new actors to the fore as de jure or de facto regulators, as well as targets of security-based regulatory regimes. This reading group will explore evolving conceptions of national security and legal issues that they raise, including, for example, the limits of the federal government’s powers, the permissible roles of the private sector, and challenges posed by new technologies.
