The course will require one short paper (3-4 pages) and one research paper about a topic of the student’s choosing.
States play a leading role in forging our nation’s energy policy. State regulatory authority over the energy industry is pervasive, from resource extraction to utility ratemaking. This course offers an overview of core state functions, the legal questions they present, and the current policy debates and legal battles over the future of our energy sector. Topics will include: regulation of electric utilities, infrastructure siting, renewable energy development models, oil and gas production, transportation, constitutional limits of state authority, and regional and multi-state partnerships.
