This course is an introduction to lawmaking in the modern administrative state. It will examine the ways in which Congress passes statutes and administrative agencies adopt regulations, as well as the ways that courts and administrative agencies interpret and apply laws. In particular, the course will consider the structure of the modern administrative state, theories of statutory interpretation, tools of statutory construction, the process of agency rulemaking, and judicial review of agency action.
