Christopher Lewis, The Weight of Police Violence, SSRN (Aug. 12, 2025).

Abstract: This paper defends two principles. First, police officers are morally liable to greater punishment than a civilian would face for an otherwise similar violent offense. Second, policymakers should attach no more intrinsic weight to police violence than they do to ordinary interpersonal violence, in decisions about police force size. These two principles may appear to be in tension; I argue that they are mutually reinforcing.
