Abstract: The article focuses on the U.S. Supreme Court. It says that the court has a liberal wing, which currently includes Justices John Paul Stevens and David Stouter and a conservative wing, including Chief Justice John Roberts and Justice Antonin Scalia. The author cites several changes in the court, such as the strict scrutiny of congressional judgments which were generally accepted in 1980.
