Abstract: This Report presents a summary of the discussion at a workshop that explored in a comparative and cross-disciplinary manner the phenomenon of indirect discrimination (or practices with discriminatory impact) during the COVID-19 pandemic. The participants included academics, advocates, and mandate holders in the United Nations and regional human rights systems. The discussion included the theory and practice of antidiscrimination norms and alternative framings for analyzing the same harms, in contexts of judicial, legal, and political strategy.
