Abstract: The Internet was the first large-scale network to adopt this principle of design. Before it, telecommunications networks were designed so that the owner of the network could control how it was used. This was, for example, how the old telephone network was designed. AT&T got to decide what uses were made of it; new uses were permitted only if they conformed to AT&T's business model. Innovation was as AT&T thought best.
