Abstract: In this article, the author reviews David Garland's 2010 book "Peculiar Institution: America's Death Penalty in an Age of Abolition," situating Garland in the larger conversation about American penal exceptionalism and underscoring and extending his contribution regarding capital punishment and contingency.
