 Bullock will discuss how public-interest litigation can be used to vindicat
 e constitutional rights and hold government accountable. Bullock joined the
  Institute for Justice at its founding in 1991\, argued <em>Kelo v. City of
  New London</em> before the Supreme Court\, and has spent more than three d
 ecades litigating landmark cases involving property rights\, economic liber
