 ds the ACLU's work on privacy and surveillance\, racial and ethnic discrimi
 nation\, and the use of emerging technologies like artificial intelligence 
 in national security. He has litigated landmark cases challenging sweeping 
 surveillance programs operated by US intelligence agencies\, and has repres
 ented Asian American scientists wrongly investigated and prosecuted by the 
 federal government. Before joining the ACLU\, Toomey clerked for Judge Nanc
 y Gertner on the U.S. District Court for the District of Massachusetts and 
 Judge Barrington D. Parker on the Second Circuit Court of Appeals\, and pra
 cticed criminal defense\, regulatory defense\, and intellectual property la
 w in New York. He is a graduate of Harvard College and Yale Law School.</di
