Please join the Emmett Environmental Law & Policy Clinic for a virtual Brown Bag Lunch Talk with Gary Jonesi, Senior Civil Enforcement Counsel at the U.S. Environmental Protection Agency (EPA), and Rohemir Ramirez Ballagas, LLM ’15, Foreign Affairs Officer in the Office of Global Change at the U.S. Department of State. Gary and Rohemir will be speaking about federal careers for law school graduates in agencies other than the Department of Justice.

Gary Jonesi is a senior civil enforcement counsel who has been at EPA Headquarters since 1985. He has served as a hazardous waste enforcement Branch Chief, Department of Justice Special Trial Attorney, liaison to the Obama White House Counsel’s office, and as the national coordinator for the enforcement program’s clean renewable energy, administrative litigation, e-discovery, and self-audit programs. He has led EPA’s efforts on some of the largest and most significant environmental enforcement cases ever brought, including managing EPA’s defensive discovery efforts in the Deepwater Horizon (DWH) oil spill litigation and the demonstrative exhibit presentation and meet-and-confer process during the DWH civil penalty trial that resulted in a $20.8 billion settlement. Gary just completed a yearlong fellowship with the Senate Environment and Public Works (EPW) Committee under Tom Carper (D-DE), where he was a key contributor on EPA oversight issues involving environmental justice, the impacts of the Covid-19 pandemic on EPA operations, and numerous climate, clean energy, and air pollution concerns. He worked closely with the EPW climate issues team that drafted and negotiated legislation enacted on 12/27/2020 to phase down the production and import of 85% of climate-harming HFCs by 2035, extend the Diesel Emissions Reduction Act through 2024, and promote carbon capture use and sequestration technologies such as direct air capture. Gary completed his undergraduate studies at the University of Illinois, law school at Hofstra University, and taught environmental law for 15 years at The Catholic University of America.

Rohemir Ramirez Ballagas is a Foreign Affairs Officer working in international climate change in the Office of Global Change at the U.S. Department of State. Prior to joining the U.S. State Department, Mr. Ramirez was a Staff Attorney at the Conservation Law Foundation working in the Clean Energy & Climate Change and Clean Air and Water Programs. Mr. Ramirez was also a Judicial Law Clerk to the Honorable Juan R. Torruella of the United States Court of Appeals for the First Circuit and an Honors Attorney Fellow at the Environmental Protection Agency, Region 1. Mr. Ramirez holds an LL.M. from Harvard Law School, where he served as a student clinician at the Emmett Environmental Law and Policy Clinic and as line editor of the Environmental Law Review. Mr. Ramirez received his J.D. from the University of Puerto Rico School of Law, where he was Editor-in-Chief of the University of Puerto Rico Law Review and a student clinician at the University of Puerto Rico Environmental Law Clinic. He has a B.A. in Economics and Political Science from the University of Puerto Rico, Río Piedras Campus.
