As Amazon pulls out of its heavily-subsidized investment in New York because of political opposition, in the European Union it is the European Commission that has taken the lead against the tax deals granted by some EU Member States to multinationals such as Amazon, Apple, Starbucks, and FIAT. Allegedly, those companies have received illegal state aids worth over 15 billion euros via confidential tax rulings. This talk analyses this key development in international taxation and examines the possible outcomes of the appeals brought against the European Commission’s decisions.

Amedeo Arena is Associate Professor of European Union Law at the University of Naples “Federico II” School of Law (est. 1224). He has published extensively on the European Tax Rulings saga and has presented his work inter alia at Chicago, Fordham, and Stanford University. He served as Rapporteur on EU state aids law to the European Affairs Committee of the New York City Bar Association. His work has been cited by an Advocate General of the European Court of Justice and by the Court of Appeal of England and Wales.
